Small Grants for Outreach to Civil Society (Outreach Grants)
Applications are accepted from civil society organizations for projects that help build civil societies and promote democracy, democratic values, human rights and the rule of law.
Grants are made on a one-time basis. American and third-country organizations and individuals, even when resident in the country, are not eligible for grants under this program. Grants may not be used for partisan political activity. However, proposals for non-partisan election education and public information activities are eligible for consideration. Short-term salaries and other small administrative expenses and other administrative expenses directly linked to specific grant implementation of program activities are eligible for funding; however, general operating expenses and infrastructure costs are not eligible. Grants may not be used for expenses such international travel and food. Though grants may be used to train trainers, it may not be used to provide direct social services to populations. For seminars and workshops, grants should describe the expected audience, content and time frame to justify the grant in terms of its outcomes.
All grant proposals should include narrative describing how the effectiveness of the grant will be evaluated, as well as at least one line item in the budget submitted as part of the grant proposal.
Approximate Total Funding: Grants usually are under US $15,000 to eligible organizations.

Eligibility Information: Non-governmental organization (NGOs), Voluntary Private Organizations (VPOs) and other non-profit organizations operating in Kiribati, Fiji, Nauru, Tonga and Tuvalu, are eligible to propose projects for these grants.
